സംസ്ഥാനത്ത് മോട്ടോർ വാഹന വകുപ്പ് നടപ്പിലാക്കി വരുന്ന Enforcement പ്രവർത്തനങ്ങൾ ആധുനിക സാങ്കേതികവിദ്യ ഉപയോഗപ്പെടുത്തി റോഡപകടങ്ങൾ ഗണ്യമായി കുറക്കുക എന്ന ലക്ഷ്യത്തോടെ ട്രാഫിക് നിയമലംഘനം തടയുന്നത്തിനും വാഹന അപകടങ്ങളും അതുവഴിയുണ്ടാകുന്ന മരണങ്ങളും കുറക്കുന്നതിനും വേണ്ടി എൻഫോഴ്‌സ്‌മെന്റ് പ്രവർത്തനങ്ങൾ ശക്തമാക്കുന്ന പദ്ധതിയാണ് ‘സേഫ് കേരള’ 

‘സേഫ് കേരള’ പദ്ധതി നടപ്പിലാക്കുവാനായി സംസ്ഥാന സർക്കാർ തീരുമാനിച്ചതിന്റെ ഭാഗമായി സംസ്ഥാനത്തെ എല്ലാ ജില്ലകളിലും Enforcement Control Room ഉം State Control Room ഉം വിവിധതരത്തിലുളള Automated എൻഫോഴ്‌സ്‌മെന്റ് Systems ഉം 5 വർഷത്തേക്കുളള Facility Management Services (FMS) 5 വർഷത്തേക്കുളള പരിപാലന ചിലവും ചേർത്തുളള ഒരു സമഗ്രമായ DPR prepare ചെയ്ത് സമർപ്പിക്കുവാനായി Motor Vehicles Department Keltron- നോട് ആവശ്യപ്പെടുകയും ആയതുപ്രകാരം Keltron അത് 22-08-2019 No KCC/SEU/G36/IT/2027-20 പ്രകാരം സമർപ്പിക്കുകയും (Total Project Value (CAPEX Rs.1431378071+5 year OPEX Rs.562355200 GST @18%= Rs.384636794/- Total proposal value including GST = Rs.2358228812/-) മേൽപറഞ്ഞ Techno Commercial proposal principal Secretary (Transport) ചെയർമാനായി രൂപീകരിച്ച ടെക്നിക്കൽ കമ്മിറ്റി പരിശോധിക്കുകയും (Go(Rt) No 559/2019 Transport 17/12/2019 പ്രസ്തുത കമ്മിറ്റി താഴെപറയുന്ന ശിപാർശയോടുകൂടി അംഗീകരിക്കുകയുമുണ്ടായി.

1. The Motor Vehicles Department should Identity the exact location in which Cameras are to be installed and share this data with Police Department to avoid duplication / wastage of infrastructure. It should be ensured that Cameras are not installed in the same location by different agencies.
2. The data collected through the Cameras may be shared with Police department on a need based strategy.
3. It should be frequently monitored to ensured whether the Cameras installed under the Project are working, AMC for maintaining the Camera Systems should be given for an extended period of 10 years.

Technical Committee യുടെ മേൽ പരാമർശിച്ച ശിപാർശകൾ സർക്കാർ വിശദമായി പരിശോധിക്കുകയും Safe Kerala പദ്ധതിക്ക് കീഴിൽ BOOT model വഴി Fully Automated Traffic Enforcement System നടപ്പിലാക്കുന്നതിനും 5 വർഷത്തേക്ക് FMS – Facility Management System നടപ്പിലാക്കുന്നതിനും ചുവടെ ചേർത്തിരിക്കുന്ന വ്യവസ്ഥകൾ ഉൾക്കൊള്ളിച്ചുകൊണ്ട് Go(Rt)No 134/2020/Transport, date 27/04/2020 പ്രകാരം ഭരണാനുമതി നൽകുകയുണ്ടായി.

1.  “M/s Keltron may act as a PMC and a vendor be chosen through a transparent bidding process.
2. M/s Keltron to detect vehicles violating Traffic rules. Transport Commissioner must ensure that there is no overlap with the Camera of State Police Chief.
3. The Technical Committee should monitor the implementation of the project at each and every stage of its implementation.
4. The Motor Vehicles Department should execute a Service Level Agreement (SLA) with M/s Keltron for implementation of the project and the conditions.

Put forth by the Technical Committee in its meeting held on 28/12/2019 should be incorporated in the SLA.

28.05.2020 ൽ മോട്ടോർ വാഹന വകുപ്പ് കെൽട്രോണുമായി  Service Level Agreement ൽ (SLA) ഏർപ്പെട്ട സാഹചര്യത്തിൽ മേല്പറഞ്ഞ  Safe Kerala Project ഉം 5 വർഷത്തെ FMS ഉൾപ്പെടെ നടപ്പിലാക്കുന്നതിനായി ഗതാഗത കമ്മീഷണർ keltron ന് വർക്ക് ഓർഡർ നല്കുകയും ചെയ്തു.

Government Order GO (Rt) No. 134/2020/Trans dated 27.04.2020 പ്രകാരം keltron purchase ചെയ്യുന്ന എല്ലാ ഘടകങ്ങളും SPM (State Purchase Manual) ഉം CVC guide line ഉം അനുസരിച്ച് transparent bidding process വഴിയെ ചെയ്യാവു എന്നും ആയതിന്റെ എല്ലാ documents ഉം government ൽ സമർപ്പിക്കേണ്ടതും ആകുന്നു.

SLA Agreement date മുതൽ ഒന്നര വർഷമാണ് Project implementation period അതിനു ശേഷം Technical committee പരിശോദിച്ച് സാക്ഷിപ്പെടുത്തിയതിനു ശേഷം Project roll out മുതൽ 5 വർഷക്കാലം complete ചെയ്യുന്ന ഓരോ മൂന്നു മാസത്തിലൊരിക്കലും Technical committee വിലയിരുത്തിയതിനുശേഷം അവരുടെ നിർദ്ദേശാനുസരണം 20 equal installment ആയിട്ടാണ് കെൽട്രോണിന് ഈ പ്രോജക്ടിനുവേണ്ടി invest ചെയ്ത തുക നൽകുന്നത്.
